Ottawa, ON – Michelle Ferreri, Conservative Shadow Minister for Tourism, and Tony Baldinelli, Conservative Shadow Minister for Manufacturing and Export Promotion, issued the following statement after witnesses testified at the International Trade Committee on the study of ‘Potential Impacts of the ArriveCAN Application on Certain Canadian Sectors’:
“Hit first and hit hard, the Canadian tourism sector was devastated by the COVID-19 pandemic and is still facing a long road to recovery.
“The tourism industry is finally hoping to see a recovery this summer travel season, but the federal government is standing in its way. By doubling down on requiring the mandatory use of the ArriveCAN application, the Liberal government is actively discouraging travel to Canada.
“In testimony at the International Trade Committee yesterday, we learned that American visitation is not expected to fully recover to pre-pandemic levels until 2026. This is extremely discouraging because American visitation to the Niagara region accounts for 50 per cent of the revenues generated by local tourism. In terms of employment, 40,000 people in Niagara work in tourism and the last thing they need is the federal government standing in their way of achieving economic and financial recovery.
“The Tourism Industry Association of Canada, the Canadian Chamber of Commerce, and the Customs and Immigration Union all confirmed to the committee that the ArriveCAN application is causing major delays at international ports of entry and stalling economic recovery from the COVID-19 pandemic. Its continued mandatory use is disproportionately impacting Canadian travel and tourism.
“This important committee meeting provided ample evidence that ArriveCAN as it currently operates, is hindering travel, tourism, and our overall economic recovery.
“Conservatives have been calling for a plan from the federal government to get Canada out of this pandemic and on to the road of recovery, we have called for the removal of the remaining federal COVID-19 restrictions which stifle the recovery, and for an end to the mandatory use of the ArriveCAN application.
“Instead, the Liberals have failed Canadians, and now travellers and the tourism industry as a whole are the victims of the ArriveCAN application becoming a travel obstacle and a crisis of this Liberal government’s own making at our borders and airports.
“Time is running out for the Liberals to fix the problem they created, to save the 2022 summer tourism season in Canada.”

Ottawa (Ontario) – Michelle Ferreri, ministre du Cabinet fantôme conservateur responsable du tourisme et Tony Baldinelli, ministre du Cabinet fantôme conservateur responsable de la Fabrication et de la Promotion des exportations, ont fait la déclaration suivante après que des témoins ont témoigné devant le Comité du commerce international sur l’étude des « impacts potentiels de l’application ArriveCan sur certains secteurs canadiens » :
« Frappé en premier et durement, le secteur canadien du tourisme a été dévasté par la pandémie de la COVID-19 et doit encore faire face à un long chemin de redressement.
« Cet été, l’industrie touristique espère enfin voir une reprise, mais le gouvernement fédéral lui met des bâtons dans les roues. En redoublant d’efforts pour rendre obligatoire l’utilisation de l’application ArriveCAN, le gouvernement libéral décourage activement les voyages au Canada.
« Hier, lors d’un témoignage devant le Comité du commerce international, nous avons appris que les visites des Américains ne devraient pas retrouver complètement leur niveau d’avant la pandémie avant 2026. C’est extrêmement décourageant, car les visites américaines dans la région de Niagara représentent 50 pour cent des revenus générés par le tourisme local. En matière d’emploi, 40 000 personnes dans la région de Niagara travaillent dans le secteur du tourisme et la dernière chose dont elles ont besoin, c’est que le gouvernement fédéral les empêche d’atteindre la reprise économique et financière.
« L’Association de l’industrie touristique du Canada, la Chambre de commerce du Canada et le Syndicat des douanes et de l’immigration ont tous confirmé au comité que l’application ArriveCAN entraîne des retards importants aux points d’entrée internationaux et freine la reprise économique après la pandémie de la COVID-19. Son utilisation obligatoire continue a un impact démesuré sur les voyages et le tourisme au Canada.
« Cette importante réunion du comité a fourni de nombreuses preuves qu’ArriveCAN, tel qu’elle fonctionne actuellement, entrave les voyages, le tourisme et notre reprise économique globale.
« Les conservateurs ont demandé au gouvernement fédéral d’élaborer un plan pour sortir le Canada de cette pandémie et le mettre sur la voie de la reprise. Nous avons demandé l’élimination des dernières restrictions fédérales relatives à la COVID-19 qui étouffent la reprise, et la fin de l’utilisation obligatoire de l’application ArriveCAN.
« Au lieu de cela, les libéraux ont laissé tomber les Canadiens, et maintenant les voyageurs et l’industrie du tourisme dans son ensemble sont victimes de l’application ArriveCAN qui devient un obstacle au voyage et une crise de ce gouvernement libéral à nos frontières et dans nos aéroports.
« Le temps presse pour que les libéraux règlent le problème qu’ils ont créé, afin de sauver la saison touristique estivale 2022 au Canada. »
